The evolution of power systems, driven by renewable integration, decentralization, and sector coupling, imposes significant challenges on control infrastructures. Traditional Energy Management Systems (EMSs), typically monolithic and inflexible, struggle to support the modular, dynamic, and interoperable frameworks required for next-generation grid operations, such as the provision and management of topological grid data. This paper presents a modular and interoperable framework for topological data in modular EMSs, with a Common Information Model (CIM) service at its core. Using a graph database and a publish-subscribe messaging pattern, the architecture enables event-driven, CIM version-independent data provisioning, enhancing scalability, maintainability, and composability across heterogeneous components. The approach is validated in a modular EMS through a proof-of-concept, demonstrating its feasibility and suitability for evolving energy system requirements.
