A consultation network for telemedicine The aim of the TelKonNet project is to create a telemedicine platform that enables the professional groups involved in the health care process to contact each other for patient consultations quickly and as unbureaucratically as possible. Funded by the Metropolitan Region Northwest, this joint networking is intended to enable telemedical specialist health care across sector boundaries.

With the telemedicine platform, a future treatment of patients could proceed as described below: A patient with a known heart condition suffers a collapse at home. Visibly unsettled, he quickly visits his family doctor. She informs herself via TelKonNet interface about the current cardiac findings from the cardiology department of the Klinikum Oldenburg. In the course of further diagnostics, the family doctor finds an acute heart attack and refers the patient to the ambulance and emergency doctor. With a tablet PC via TelKonNet, the rescue team receives the complete findings released by the patient for viewing and can act immediately. With the already established IVENA system for registering emergency patients, however, only one free heart bed is detected in Westerstede. Without delay, the cardiologist there is informed of all findings via TelKonNet and conducts a short video consultation with the colleagues in Oldenburg. In this way, treatment can be carried out without further delay and the patient can receive comprehensive care.

In the development of medicine, there are basically comparable concepts for which the establishment of a graduated network has proven successful. Examples of this are the trauma or stroke networks. TelKonNet also follows this idea. For this reason, another goal of the project is to develop quality criteria and quality management instruments in addition to the technical infrastructure development, which will enable all regional participants to join the TelKonNet at one level of care and at the same time to benefit from the expertise of the providers from higher levels of care.

Thus, an extreme added value is generated for the individual patients, while at the same time a resource-saving care is made possible. The project consortium is led by the Klinikum Oldenburg and consists of numerous partners from the region in all sectors of healthcare. In addition to OFFIS as the technical partner, several districts, clinics, rehabilitation centres and health insurance companies are also involved in the project. OFFIS will support TelKonNet in terms of content in the selection and implementation of medical standards for interoperability in telemedicine.
