This paper puts forward a novel approach to the development of data ownership concepts, which draws on principles from requirements engineering (RE). The efficacy of this approach is evaluated through in-depth case-studies focusing on three distinct contexts: the development of a data ownership concept within the realm of smart meters, smart livestock farming, and data spaces for energy.
